Adams County delays project bids; committee debates debt and use of reserves for building projects

County Administrator Cynthia told the Administration Committee that staff moved the Phase 2 capital project bid timeline to September after turnover at the county’s consultant firm, MSA, and that the property and recreation committee planned an August meeting to review progress.

Cynthia said other items in her report included highway seal-coating completion, splash pad updates, and a land-and-water grant. Discussion at the committee focused on project sequencing and financing. One supervisor urged building a Health and Human Services facility first before continuing courthouse work; Administrator Cynthia responded that financing the Health and Human Services project could require debt of up to $20,000,000 and that financing choices have been a point of contention at the board level.

Finance Director Kyle clarified the accounting for unspent capital funds: if the $2,000,000 currently budgeted for building work is not spent in the current fiscal year, the funds will remain in the capital improvement fund and be rebudgeted in the next fiscal year; they are not automatically lost. Kyle and Cynthia said the county used creative financing and reserves (including ARPA funds and other reserves) to fund work to date and that the initial project funding was not financed through debt.

The committee did not adopt a final sequencing or financing decision but discussed next steps and agreed to continue review in upcoming committee meetings. Bids for the Phase 2 project are expected in September, per the county administrator’s update.
