Streets division describes pothole work, salt‑conservation, recycling yard and workforce training

Jim Scott, operations manager for the streets division (presenting for an absent section chief), and Adam Smith, department operations, briefed the council on street maintenance, winter operations and workforce development at the Aug. 4 work session. Scott said pothole patching and pavement preservation (microsurfacing, inlays and crack sealing) are priorities, and he described a backlog that can delay non‑urgent concrete repairs until fall or spring. A salt conservation initiative uses a spray‑bar pre‑wetting system that applies brine to granular salt immediately before spreading; Scott said this reduces unactivated salt loss and lowers salt usage, equipment hours and environmental loading. The division is also using an off‑site recycling yard (Hartford site) to crush and reuse removed concrete and asphalt; Scott noted crushed material costs far less than new mined aggregate. Staff described training expansions: an in‑house CDL trainer and state‑certified tester will shorten hiring/training timelines, a ‘Training Thursdays’ program builds skills for new hires, and leadership cohorts support front‑line and newly promoted leaders. Adam Smith summarized collective operations — snow removal, debris removal (the Fairgrounds neighborhood cleanup had 134 loads removed at time of briefing), flood response and accreditation work (department reaccreditation site visit scheduled in October).
