The Lacey Civil Service Commission voted Aug. 4, 2025, to adopt finalized updates to its civil service rules, setting future commission meetings to begin at 12:00 p.m., removing references to the rank of "commander," and updating rehire language ahead of an upcoming retirement.
Commission action followed a staff presentation and confirmation that unions and department staff were notified and had no objections.
"We came to you all in May with the track change version, listing out some updates to our rehire language. We've also made some, changing the start time for the commission from 12:15 to 12:00," staff member Leilani Sue told commissioners. Sue said the removal of the commander title followed the impending retirement of the department's last commander and that she had checked with the Lacey Police senior management union; she reported no concerns after a 30-day notice.
Commissioner Madeline White asked whether outreach had captured any feedback from police staff or the union. Sue responded that she had sent the revised rules to a department listserv after the May 5 meeting and that "no comments" were received; she confirmed the unions were "good with the changes." The commission then moved, seconded and approved the updated rules by voice vote.
Under the approved changes, the commission's next meeting in November will be held at noon on the third (date specified by staff as the third of November). The rule edits replace references to "commander" with lieutenant-level language to reflect the department's rank structure after the December retirement noted in the presentation.
The vote approved the finalized text as presented; no amendments were offered during the meeting. The changes will take effect according to the commission's rules and existing notification timelines; staff said they provided a 30-day notice to unions and department stakeholders before finalization.
The commission adjourned at 12:31 p.m.
