SAINT PAUL PARK, Minn. — The Saint Paul Park City Council approved its consent agenda on Aug. 4, 2025, a routine slate of administrative and financial items that included payroll and vendor payments, mayoral appointments, contract pay requests for engineering firm WSB tied to the water treatment plant project, and a lawful gambling premises permit.
Mayor Franke summarized the consent items before the vote, noting mayoral appointments and that Hugo McPhee, the city’s new city administrator, was being added to the personnel committee under Resolutions 17-49A and 17-49B. “This evening on the consent agenda, we will be paying the bills from July 23 through August 5. We will be updating the mayoral appointments and adding Hugo McPhee, our new city administrator, to the personnel committee, resolution 17 49 a and 17 49 b, designating depository,” the mayor said.
The consent agenda also included pay requests for WSB tied to the city’s water treatment plant project and approval of Resolution 17-50, a lawful gambling premises permit for Carboni’s Pizzeria on Broadway; the mayor said proceeds would benefit the Lions Club. The council approved the consent agenda by unanimous voice vote, recorded in the meeting as “motion carries 4 0.”
What this means: the council’s vote confirmed administrative housekeeping items and allowed contractor pay requests to proceed. The meeting record did not identify specific dollar amounts for the pay requests or additional conditions attached to the permit; those details were not specified in the public discussion.
New staff note: Hugo McPhee, who addressed the council earlier in the meeting as the new city administrator, thanked the mayor and council and said he was “excited to be here and have been, hitting the ground running.” The agenda item formally adds him to the personnel committee membership.
No separate debate or amendments to the consent items were recorded during the meeting.
