Council asks for sidewalk program growth and timetable for streetcar project development

Administrative staff said the in‑house paving model has reduced costs and the second paver was commissioned; staff said the sidewalk crew concept is on the road map but that building crew capability and procuring equipment will take time. Staff said sidewalk capital projects for FY26 include a maintenance and rehabilitation line of $1.2 million and a $350,000 construction program.
On the streetcar project, staff said the city is negotiating a project development scope with consultant HDR and has a cultural resources survey underway by Stantec. The city is coordinating with the Federal Transit Administration; staff estimated a realistic near‑term outcome could include NEPA evaluation/clearance within 12 months if federal processes move as expected. Council members asked for clearer milestones and for an update when the project development contract comes before council.
