Graham County adopts final fiscal 2025–2026 budgets, including 4% employee pay increase

The Graham County Board of Supervisors adopted the county’s final fiscal year 2025–2026 budget at a public hearing Aug. 4, and simultaneously adopted the final budget for the Graham County Flood Control District. County Manager Dustin Welker told the board the budget had been posted as required by Arizona statute and that staff and department heads had expended extensive time preparing the plan. Welker and other staff thanked finance personnel and department staff for the preparation. Welker noted employees had been allotted a 4% increase in pay as part of the adopted budget, and he recommended adoption as presented. Supervisor comments acknowledged the work of staff. A motion to adopt both budgets under Arizona Revised Statute 42‑17104 passed by voice vote. The county manager said the published packet contained the schedules and forms required by state statute and that no public questions had been submitted to date. The budgets, as adopted on record, will guide county spending for the 2025–2026 fiscal year.
