The Village Board on Aug. 4 approved final plats for three Cambridge Lakes North subdivisions and agreed to release or partially reduce multiple performance and maintenance bonds tied to Cambridge Lakes improvements, after staff said engineering and inspections supported the actions. Board members and staff emphasized that final plat approval is largely ministerial where preliminary plats and annexation agreements already established lot layouts and conditions.
Nick (village planning staff) told trustees the plats were submitted consistent with an existing annexation agreement and that the village—s standard conditions for final approval would apply, including village staff and attorney sign-off on landscaping plans, declarations of covenants, ADA sidewalk confirmation and spray irrigation plans. The planning and zoning commission had recommended approval earlier in the evening.
At least one trustee opposed plat approval, saying the developer had not completed required work on earlier sections on the village—s side of the street and still owed a fence and roughly $300,000 for pathways not poured to specification; that trustee said he would vote no as a protest. During the omnibus vote, the roll call reflected a single recorded "no" vote (Trustee Tarnow) while other trustees voted to carry the motion.
Separately, staff recommended release of performance bonds for Daniel Boulevard Phase 2 and a one-year maintenance bond for Cambridge Lakes South trees after village and engineering firm Fairgram completed punch-list verification. Trustees approved the releases. The board also approved reductions to six performance bonds for portions of Cambridge Lakes North, with remaining balances held at 10% or 25% of original amounts per the village engineer—s recommendations. Staff and the village—s engineer said reductions do not constitute final acceptance of public improvements; final acceptance will follow additional walkthroughs and a separate maintenance period.
Trustees raised multiple concerns about accepting bonds or reducing bonding while construction continues. Several board members said they want to preserve leverage to compel completion of turf, landscaping and tree replacement, and to ensure Providence Street and Reinking Road remain durable after ongoing construction traffic. Village staff and legal counsel explained the distinction between performance-bond reductions (which reflect percentage-complete for work done) and final acceptance (which triggers maintenance periods); they said a maintenance bond and future final walkthroughs provide remedies for unfinished items.
All bond releases and reductions voted on Aug. 4 carried; staff said they will continue punch-list inspections and bring final-acceptance items to the board when appropriate.
