Indiana Avenue rebuild, water main work and Soldier Memorial Well Field engineering move forward with board approvals

City engineering and utility staff updated the Board of Public Works and Safety on Aug. 5 about ongoing infrastructure projects and the board approved additional engineering services for the Soldier Memorial Well Field.

Engineering staff said the Indiana Avenue reconstruction will include a large storm sewer down the middle of the road, sanitary sewers located outside the driving lane, new water mains with new stop‑boxes at property lines, sidewalks, lighting and new trees; staff said the project should be completed by the end of the year though significant construction will continue into 2026 for adjacent projects such as an overpass. Public works also reported completion of a main replacement at West Eleventh Street and said crews will perform pressure and back‑flow testing before moving to the next water project.

Separately, the board considered and approved a proposal from NICE Engineering for shop‑drawing review, pay‑application handling, site visits, punch‑list work and project closeout on Contract 2 of the Soldier Memorial Well Field, not to exceed $32,500. A staff representative told the board the proposal covers submittal review and project closeout tasks and asked for permission to sign the agreement.

All motions to approve the engineering services were moved and seconded and passed by aye vote. Staff also noted closure of a Spectrum Recycling property the city acquired through eminent‑domain proceedings and said utilities at that site had been turned off to allow project progress; legal staff continue to monitor the matter.
