The board considered drainage-district utility permit applications. Supervisors approved one 150-dollar permit for a work request that did not cross any county tile. For a second permit that does cross drainage tile, staff reported the applicant had paid the $10,000 fee intended to cover pre- and post-construction inspection by the county’s drainage engineer.
Board members moved and approved an amendment requiring the utilization of the county drainage engineer to perform the pre‑ and post‑inspection associated with the $10,000 fee to protect county tile infrastructure. Staff explained that the paid inspection protects both the county and the applicant: a pre-inspection documents tile condition before work and a post-inspection can show whether new damage occurred.
Separately, supervisors and staff discussed the need for a formal utility-permit form and policy for when utilities or developers cross the county bike trail. Staff said they will draft a bike-trail utility-permit template based on the county’s road‑crossing and tile‑crossing permit practice to ensure applicants meet construction, restoration and safety standards when crossing trail property.
The board approved drainage claims and directed staff to proceed with the drainage-engineer inspections for the tile-crossing permit and to prepare a draft bike-trail utility-permit policy for future board consideration.
