The ordinance passed on third reading following two minor amendments clarifying the definition of "operator" and ensuring that violations could be enforced against any responsible party, not solely the operator. The measure, recommended by the city's planning commission on June 16, sets definitions, location restrictions, limits on sales and penalties for violations. Councilmembers debated language adjustments and approved the clarifications before final passage. Council moved, amended and approved the ordinance during the special session; the vote was unanimous. City staff said the change harmonizes the municipal code with planning commission recommendations and gives clearer enforcement language to citation and permitting processes. Speakers included Mister Schmidlin (presenting councilmember) and several councilmembers who moved and seconded the amendments and final motion.
