Franklin County to front-load Labor Day holiday for public health staff transferring to Franklin General Hospital

Board members and county staff said the county’s transition agreement sets Sept. 1 as the effective employment date with Franklin General Hospital, which falls on Labor Day. County staff told the board that the hospital treats holidays as part of paid time off (PTO). Under the county’s proposed approach, employees who qualify for holiday pay would receive one additional front-loaded day specifically to cover Labor Day, so they would not be required to use their newly front-loaded PTO for that holiday.
County staff described three options they presented to employees: do nothing (employees would use PTO if they take Labor Day), front-load one holiday day for eligible employees, or request amending the transition effective date from Sept. 1 to Sept. 2 to avoid the holiday conflict. The board approved the second option. "Number 2 seems to be the simplest, cleanest way," a county staff member told the board during the discussion.
The board also debated disposition of public health and home care office furnishings. County staff reported the hospital’s copier was purchased with ARPA funds in 2023 and that the hospital may purchase the copier separately after a valuation. The board approved a motion to release desks, chairs and similar furniture to Franklin General Hospital as part of the services transition; the copier arrangement will be finalized separately.
The board’s motions were carried by voice vote. The record does not show a roll-call tally or the names of the members who made and seconded the motions. The county staff member emphasized that the front-loaded holiday applies only to employees who transfer to Franklin General Hospital and that employees who choose not to transfer will remain county employees through Aug. 31 and would not receive the front-loaded holiday from Franklin General.
Officials said other specifics tied to PTO accruals and copier valuation remain to be finalized between the hospital and county staff, and the board did not amend the transition agreement at this meeting.
