The city attorney advised that because the board was created by ordinance, dissolving it would require an ordinance. The attorney recommended redrafting the ordinance to mirror the approach taken for the Neighborhood Improvement Advisory Board: dissolve the board as a standing entity but give the mayor authority to appoint members on an ad hoc basis with the advice and consent of the commission. Commissioners discussed using the board only when needed and allowing the mayor to reconstitute it for specific grants or programs.
