Village staff said the downtown utility relocation scope was reduced from an originally larger project, with an estimated savings of $2 million to $2.5 million. The contract approved covers observation services—described by the village as hourly-based “eyes and ears” work to monitor on-site utility relocation and document required testing and daily field summaries.
Trustee Katsenas raised questions about bidder completeness and potential cost overruns under a not-to-exceed contract. Village Manager George Kozwara and other staff explained that the contract is hourly-based and that the $48,308 figure reflects the maximum amount for the revised, smaller scope; staff indicated they do not expect to approach the ceiling unless unknown conditions arise. The board authorized the village manager to execute the agreement subject to village attorney review.
