Elyria City Council on Monday amended an earlier ordinance governing city acquisition of two vacant lots on Woodford Avenue, increasing the authorized not-to-exceed purchase amount from $10,000 to $12,000 to cover additional survey and title work.
Law Director Deary told council the higher amount reflects more detailed cost estimates for surveying and title work and that the $12,000 figure is intended as a cushion; he noted it was not anticipated that the entire amount would be expended. The administration requested the change be made under suspension of the rules so the transaction could proceed during the summer meeting schedule.
Council passed the amendment under suspension and declared an emergency to allow the transaction to move forward without waiting for a subsequent meeting. The ordinance amends Ordinance 2025-95, which addressed the city’s acquisition of the vacant lots at 4035 Woodford Avenue.
By approving the amendment, council enabled the administration to complete the purchase process with the updated cost authorization and avoid delaying the property acquisition until later meetings.
