Details: Miss Wheeler, County Finance (presenter), described federal revenue carryforwards and an approximately $1,000,000 transfer from capital projects tied to the Austin Peay lease that will be applied to arena operations. The amendment also carries forward ARPA funds and moves a little more than $2,000,000 from a land-sale-related capital balance for a stormwater project serving the Dunlop–Farmington-to-the-river area. The highway fund recorded additional revenue from the sale of equipment and requested $15,000 from fund balance to purchase a replacement skid steer. Capital-project reallocations include $100,000 toward the Third and Commerce parking lot and a $10,026 transfer to a sheriff’s office renovation from a jail shower resurfacing project. An HR intern position was extended through May under general fund expenditures. A wellness counselor position that was budgeted under the general fund using opioid funds was reassigned to the risk management fund and the amendment moves that appropriation accordingly.
Process and review: Miss Wheeler walked commissioners through the line items; Commissioner Leverett asked for clarification about a “CDBG food insecurity” item, which Wheeler said was a federal grant administered as a passthrough to local nonprofits and predates current staff. The amendment was on the consent agenda and moved forward with no recorded opposition in the meeting transcript.
What’s next: departments will implement the reallocations and carryforwards described in the amendment, and some projects (for example the stormwater work) will proceed to design and procurement as funding is applied.
