County staff said bidders at a mandatory pre‑bid meeting raised timing concerns about ordering materials and completing construction within the original schedule; the amendment responds to those concerns by giving contractors and staff more time to complete procurement and construction steps. “They had agreed that, yes, we do understand you're going to need some additional time,” County staff said during the meeting.
Public comment focused on resident concerns about service quality, transparency and governance. Multiple Plantation Bay residents asked the commission to create a water‑user board to give customers oversight and asked for a moratorium on new building permits within the Plantation Bay system until repairs and governance are clarified. One resident told the board: “Don't risk my money anymore,” and warned that the DEP extension language notes the legislature must re‑authorize funding each year.
Staff explained the timeline: bids were due Jan. 16; the pre‑bid meeting occurred in late November 2018 and raised bidders’ concerns about timing. Staff said the county had originally sought to use the grant to fund both design and construction so as not to use ad valorem tax dollars for design work.
Commissioners said they understood residents’ calls for oversight; several urged the creation of a user board or similar forum so residents could review bids and recommendations. No formal board was created at the meeting; commissioners approved the DEP amendment to avoid forcing the procurement schedule to run out of time.
