Staff briefs board on Sunshine Law, public‑records and ethics rules and site‑visit guidance

County staff provided a procedural briefing for Planning & Development Board members on the Sunshine Law, public‑records requirements and the code of ethics, and offered guidance about appropriate site visits and ex parte contacts.

Staff said the presentation was intended as a refresher and asked the board to raise any questions about rules that have caused confusion. “I was hoping to have a full board to, raise these comments,” the staff presenter said, and proposed to present short highlights of the Sunshine Law, Public Records Law and Code of Ethics at future meetings when appropriate.

Staff clarified that the Sunshine Law generally prohibits members of a public board from discussing items that will come before the board outside the context of a public hearing and cautioned members not to prejudge applications. On site visits, staff said a member may drive by or visit a site on their own to become familiar with a property but may not bring fellow board members and should make decisions based on the evidence and testimony presented at the meeting.

The chair and members accepted the plan for periodic refreshers; staff offered to answer questions at a future meeting if board members encounter specific issues. No formal action was required; the briefing was informational.
