The Flagler County Planning and Development Board on Feb. 12 approved a special exception to permit a contractor storage yard at 5658 North Ocean Shore Boulevard — the former Newcastle Marine/Marine site — to accommodate a local dredging contractor.
Planning staff described the three‑lot property and the site plan submitted by the property owner, Hammock Harbor. "Outdoor storage will be limited to the 75 foot by 75 foot area depicted on the site plan sketch provided with a special exception application submittal," Adam Mingle told the board while reading staff’s recommended conditions into the record. Staff also recommended a six‑foot privacy fence along the north and south parcel lines, landscape buffers and stormwater improvements within the 35‑foot buffer areas approved in a prior rezoning.
Applicant Jim Buckley, who identified himself as the property owner, told the board he did not expect a sign and that the tenant had addressed dumpster placement. A representative of the Scenic A1A group, Dennis Clark, told the board he had been told "there was gonna be no sign and no dumpster" and asked how signage placement would be handled; staff responded that any sign would have to meet the overlay setback and size rules (maximum six feet high, 32 square feet sign face under the proposed condition).
Other conditions the board adopted include: all on‑site lighting must be shielded and directed downward to comply with county marine sea‑turtle lighting requirements; the dumpster enclosure must be at least six feet high on three sides and set back 25 feet from the south property line adjoining Hammock Hardware; on‑site storage or disposal of hazardous materials is prohibited; fire sprinkler and alarm systems in the main building must be inspected and maintained; and the owner must install a Knox box for fire‑department access.
A board member advised the applicant to check handicap‑parking layout and pavement; the owner said he would verify compliance. The board voted to approve the special exception with the staff‑recommended conditions and a clarified time limit for landscape installation (installation to occur within six months following the board order).
