Joshua Cortez presented photos, a stop‑work order, and evidence that work began without permits; staff recommended treating the matter as a repeat violation and imposing a $500 per day fine beginning 04/29/2025, the date staff observed the unpermitted work. Cortez said the property was not in compliance at the time of inspection and that the stop‑work order remained posted.
On motion of a board member, the board found a violation and ordered the respondent to correct violations and obtain necessary permits on or before July 14, 2025. The board imposed a $500 per day fine for continued violation after that date and directed the respondent to contact code enforcement to arrange reinspection. The board recorded the finding as a repeat violation and set the fine to run from the date staff observed the repeated offense.
Staff emphasized that although the violations relate to permits and stop‑work orders, the board’s action was to require permits be issued; subsequent work that remains unpermitted could result in further enforcement.
