Hoffman Estates transportation committee continues electric-bike ordinance after public concerns about age enforcement

The Village of Hoffman Estates Transportation and Road Improvement Committee voted Aug. 4 to continue consideration of an ordinance that would amend municipal rules for electric bikes and scooters, scheduling the item for Sept. 8. During public comment, resident Charles Denberg questioned enforcement of a proposed age restriction for Class 1 and 2 e-bikes, saying Illinois law currently has no such age restriction and that enforcing any new limit would require identification checks. “I don’t think that’s gonna be very hard for you to enforce. You’re gonna have to pull a kid over and gonna ask him for his ID to find out how old he is,” Denberg said. He also raised concerns about impacts on local bike shops and the overlap between local prohibitions and state requirements for motorized scooters and mopeds. Committee members acknowledged the enforcement and preemption concerns and agreed to take more time to review the ordinance language and state law before the Sept. 8 meeting.
