Clermont code board continues lien hearing for Magnolia Street property over permits

The City of Clermont Code Enforcement Board continued a hearing on a staff motion to impose a fine and create a lien on property owned by John and Cindy Zentmayer at 1050 West Magnolia Street.
City code enforcement officer Joshua Cortez told the board the property “is not currently in compliance” and staff was requesting a lien and fines in the amount of $32,250 for a property the city says was in violation for 215 days. The outstanding items the city identified are building permits for a second-floor balcony over a French door and for exterior cladding repairs.
Board member Evan Fercaso moved to continue the case to the board’s July 14, 2025 meeting to give the respondents time to obtain the permits; the motion carried. The board confirmed fines will continue to accrue during the continuance, and Cortez said that once permits are issued fines would stop and staff could pursue a lien reduction through city council.
The board’s order therefore continued the lien hearing to July 14, 2025; no lien was recorded at the hearing. The record shows the city’s staff recommendation (impose fine and create lien) remains available to be acted on if the respondents do not obtain permits by the continuation date.
Board members and staff emphasized the limited scope of the board: it can determine compliance and set fines or liens but cannot grant variances or change code requirements. The respondents were given until the next hearing to pursue required permits with the city.
