Commission deadlocks on funding for fire‑facility site work; committee process, funding sources debated

Bradley County commissioners split on whether to advance funding for clearing, leveling and surfacing at a proposed fire facility on Minnis Road, with committee members and staff offering differing cost estimates and a contentious exchange about committee procedure.

The building and land committee had asked finance to consider a request to fund clearing, sloping and paving of a strip on the fire facility property; the finance committee voted 3‑1 with one absent to recommend tabling that request. When the full commission voted on the recommendation to table, the motion received 5 votes in favor and 7 opposed, so the motion to table failed.

Commissioner Thompson urged action rather than delay, opening his remarks by criticizing the tabling process: “We got a problem with tabling things. What do you wanna table it for once you bring it send it to the finance committee like it was requested by the building and land.” He said the committee’s recommendation should have followed through and not been left on the table.

Crystal, a county staff member, explained the committee procedure to the commission: “It is a recommendation to table, so that is the recommendation that's coming to this body. If it gets a second, it would be voted on. As you all know, with tabling, there is no discussion. If the motion fails, it would go back to finance as though it didn't pass.”

Commissioner Blake, speaking as chair of finance, described limited options for paying for the work. He said there was “not enough money in the fire fund, in fund 1 21 or 01/20 e. Basically, the fire fund,” and said the only other capital sources discussed were ARP (American Rescue Plan) funds and a separate pot described in the meeting as “$1.89.” He cautioned that using ARP funds would exhaust that resource for other planned projects and could force earlier borrowing.

Speakers described two different scope and cost figures. The mayor and others told commissioners the scope had been reduced to a roughly 200‑by‑30‑foot strip, and that estimate lowered projected cost from about $150,000 to about $75,000. Officials said they did not have formal bids: “I can’t bid it till it’s funded,” the mayor said. He added that final numbers would require a funding decision before the county could solicit bids.

Several commissioners described an earlier site visit where they determined turning radius and grading issues for a ladder truck needed correction. One commissioner summarized those findings: the contractor/owner agreed to “go back a little farther” and straighten a bank so the truck could turn, and that adjustment reduced the required clearing.

After the failed tabling vote, commissioners discussed scheduling a special finance meeting so the mayor would not have to wait for the next regularly scheduled finance committee session. County staff said they would coordinate a date with internal staff (Laurie) and return the item to finance for further action.

No formal appropriation or contract award was approved at the meeting. The commission’s discussions emphasized procedural next steps, clarification of the reduced project scope, the absence of formal bids, and the need to identify an available funding source before staff can solicit competitive bids.
