Conroe County school board adopts revised personnel agenda, dismisses employee Carolyn Wilkins

At a special session on Aug. 4, the Conroe County Board of Education approved a revised personnel agenda and voted to terminate an employee immediately. Missus White, a member of the Conroe County Board of Education, moved to approve the revised personnel agenda “as included in enclosure 19,” and the motion carried 5–0 on a roll call.

The board later considered an employee-discipline recommendation. Missus White moved that the board “adopt the findings and conclusions of the hearing examiner and approve the superintendent’s recommendation for dismissal of Carolyn Wilkins,” and that “Carolyn Wilkins shall be and is hereby terminated from her employment with the Conroe County Board of Education effective immediately.” The motion was seconded and carried 5–0 on a roll call.

The action adopted the hearing examiner’s findings and the superintendent’s recommendation; the board’s vote recorded five ayes and no nays. The motion text and vote were presented during the superintendent’s presentation on employee discipline and are reflected in the board’s official motions for the meeting.

Board members asked for a brief question-and-answer period after the dismissal motion concluded, and the board then moved to enter an executive session to discuss a personnel matter. Missus White moved, “I move that we go to executive session to discuss a personnel matter,” and the board proceeded. During the executive-session call, Dr. Potter, the district superintendent, asked that Dr. Smith remain for the session while others leave.

The board did not provide additional details about the grounds for the dismissal or any planned appeals during the public session. The agenda referenced enclosure 19 for the personnel items and enclosure 20 for separate travel items. The board noted a scheduled meeting on Monday, Aug. 11, at 4:00 p.m., when members will take up a cell-phone policy.
