Officials say intense storm overwhelmed drains; city outlines sewer upgrades after neighborhoods flooded

City officials told Canal Winchester city council on Aug. 4 that a severe short-duration storm overwhelmed local storm drains, producing widespread street and basement flooding across multiple neighborhoods and prompting infrastructure work and resident outreach. City Administrator Matt Peoples described what staff said was "4.1 inches of rain in 90 minutes," a pulse of runoff that staff characterized as equivalent to a 300- to 500-year event and far beyond normal drainage capacity. The storm led to flooding on Sailor Court, Mound Street, Trine Street, Hockett, Jennings, Kramer, Williamson Lane, Groveport Road and sections of Lithopolis-Winchester Road, staff said. Social-media photos and videos shown to council captured cars, yards and basements inundated. Residents speaking in public comment detailed repeated problems in a named neighborhood. Resident Dennis Kroll said his neighborhood has seen multiple extreme storms since 2013 — including several in the previous 15 months — and described basements with "3 to 4 feet of water," consistent with other reports council heard that night. Peoples said crews responded to multiple reports and that the city recorded very high flows at the water-reclamation facility, with the single highest day topping "more than 5,000,000 gallons" and additional periods when pumps were run to keep levels down. Rib Fest cleanup and other events were disrupted; town facilities experienced roof leaks and interior water intrusion in municipal buildings and private businesses. To address chokepoints, staff outlined an East Waterloo Street project that will replace undersized sections of the town's trunk line. Peoples said the current system is largely a mix of 21-inch and an 18-inch section in the bottleneck; the project will install a 30-inch pipe from Trine Street through Waterloo and to the south side of Emmons Meadow to increase capacity. Staff said that line had previously been 21 inch through much of the corridor and that an 18-inch bottleneck near Trine was a limiting factor. Peoples acknowledged complicated local topography: the field behind several affected homes was graded years ago and contains a detention/sediment basin that residents say does not function as planned. Staff said the city had previously issued a grading permit for that parcel and will follow up with property owners and review as part of ongoing stormwater work. Council members asked staff to provide more direct notices to affected residents; staff said they would coordinate follow-up with the neighborhood liaison and engineering staff. Staff also described longer-term work already underway, including a planned 30-inch main in the East Waterloo project, forthcoming manhole and inspection improvements, and ongoing work on stream and culvert bottlenecks. Sergeant Straughn and Fairfield County deputies were praised for on-the-ground emergency response and crowd control during the storm and subsequent cleanup. Council members and staff highlighted extensive mutual aid from neighboring jurisdictions. Staff emphasized that much of the immediate flooding was caused by extreme rainfall intensity that exceeded the existing system's design capacity, and that mitigating every instance of basement flooding will require a mix of system upgrades, private-property drainage fixes and targeted code or enforcement actions where grading or site work has altered historic drainage patterns.
