Director Hasselman told the subcommittee the item is a renewal of an interim one-year agreement and that the proposed IMA extends service provision for three years. "This is a renewal of our IMA… we're now renewing for the full 3 year term. The charge that we give to Ashby is a 3% increase year over year. That's why you see it goes up a little bit each year based off of COLA. We are providing services for them right now, basically, in an interim role until this is renewed," Director Hasselman said.
A committee member noted Director Hasselman also presented the item to the Finance Committee on Thursday and said the arrangement has been "beneficial for both the town and the city." The subcommittee moved to forward the order to the full council for approval; the motion carried by voice vote. The transcript indicates Ashby has already executed the agreement on its end.
The subcommittee’s vote forwards the IMA to the full City Council for final approval; the subcommittee did not execute the agreement. The IMA term and the 3% year-over-year charge are recorded in the subcommittee packet and will be available at the full council meeting.
