EMA to apply for EMPG salary reimbursement; county to pursue FEMA public assistance for tornadoes

Marshall County commissioners on Aug. 4 authorized Emergency Management Agency (EMA) Director Jack Garner to apply for the Emergency Management Performance Grant (EMPG) salary reimbursement allocation for 2025 and heard that the federal disaster declaration for recent tornadoes had been approved for public assistance.
Garner told the board the EMPG application would seek reimbursement of up to $30,000 toward his salary for 2025 and explained the state’s application deadline required the state to submit county-level requests by Aug. 11. Commissioners voted to authorize Garner to apply for the EMPG grant.
Garner also reported that the federal disaster declaration for tornadoes had been approved at the public-assistance level; he said FEMA would soon conduct a documentation review and that the county expects to pursue reimbursement for eligible expenditures incurred during the tornado response. Garner added a personal note that his wife’s expected delivery date was imminent and thanked staff for covering duties while he attended the meeting.
The board approved the EMPG grant application request and asked Garner to report back with FEMA coordination details as they develop.
