Plan commission approves Tri City Bank parking replacement with conditions to reduce excess stalls and revise northeast access

The Plan Commission approved site landscaping and architectural design review for Tri City Bank’s parking lot replacement on Greenfield Avenue, with staff conditions to remove surplus stalls, add landscaping and revise access points per the city engineer’s recommendations.
Planner Jack said the project repaves and replaces roughly 57,000 square feet of parking lot surface, with 31,800 square feet removed and replaced and 25,600 square feet to be milled and overlaid. Jack noted the site currently has 112 stalls, above the code’s maximum allowance of 101 stalls; staff recommended removing 11 stalls, likely from the rear or side of the lot, and adding landscaping in their place.
City engineering recommended closure or modification of a northeastern access point on West Greenfield Avenue because of its proximity to a shared access drive and for safety; staff worked with the city engineer and DOT to develop an acceptable modification that would preserve ATM access while providing a safer driveway configuration. Staff also required an outdoor bicycle rack and internal pedestrian accommodations and noted that street excavation and driveway permits must be applied for.
The commission approved the plan with the listed conditions. Staff said they would continue to coordinate with the applicant and the Wisconsin Department of Transportation on the access modifications and driveway permit work.
