Commissioners approve conduit permits, bridge change order and purchase of patching machine

Marshall County commissioners on Aug. 4 approved a series of utility conduit and pole-placement requests from broadband and utility contractors, authorized a bridge change order for the Granville Street (232) bridge project and adopted a resolution to buy a used “total patcher” under a state procurement exception.
The action on utility work cleared eight ProSource requests to place conduit for Bright Speed and related contractors in Center and West townships, three NIPSCO pole replacement requests and a BSM request to place 1–2 inch fiber conduit in Center Township. The board likewise approved a change order for the Granville Street bridge contract and moved to ratify the county’s signature on the purchase of a total patcher under Resolution 2025-8.
The highway department’s update, presented by Jason (highway department staff), covered multiple open road projects and the Granville Street bridge schedule. Jason told commissioners the bridge deck work and approach pours are complete and a preliminary intermediate completion milestone is set for Aug. 22, 2025, so the bridge will be passable for an upcoming festival and blueberry event, with minor follow-up work afterward. The board voted to approve the contractor change order for the 232 Granville Street project.
Commissioners also discussed start dates for Bright Speed work; NIPSCO provided a tentative start of Aug. 25 with an intended completion date of Sept. 26 for one item that had previously been scheduled to start Oct. 28. The highway department reported recent road program completions totaling about 18.5 miles and approximately $203,537 in work over a recent period.
On equipment procurement, county attorney Sean (Sean Cerisi) and staff explained the purchase procedure under Indiana’s special purchasing statutes that allow buying used equipment through a quantity purchase award agreement without a separate bidding process. Commissioners ratified a prior staff signature and adopted Resolution 2025-8 to permit the purchase of the used total patcher at the state-approved price. The board also approved ratification of the county’s signature for the total patcher purchase and confirmed the county council had approved the funding steps necessary for the transfer.
During questions, commissioners asked about contractor cleanup procedures after hydraulic or oil spills during road repairs; Jason said contractors are bonded and the county can pursue remediation through bond claims if cleanup is not done. The board also authorized a formal change order for the Granville Street bridge, with the motion approved by voice vote.
No statutory citation beyond the referenced state purchasing statutes and the county resolution was presented at the meeting.
