Council members and staff responded that addressing chronic property maintenance problems typically requires dedicated code‑enforcement personnel and sometimes changes to ordinances. One council member noted that in nearby municipal governments the city had empowered code enforcement and established penalties and an unsafe‑building authority to handle similar complaints. Members acknowledged budget and staffing constraints and did not take formal action during the meeting.
Mitchell’s remarks were recorded as public comment; staff and council said they would consider the issue as part of broader policy and resource discussions but gave no timetable for follow‑up.
