Richland County approves 1-year renewal with Summit Correctional Services for jail food; 4% cap on increase

The Richland County Board of Commissioners voted on Aug. 26 to exercise a one-year renewal option with Summit Correctional Services to provide food services for the county jail, allowing the contractor to increase prices by up to 4 percent under the renewal clause.

Corrections staff told the board they asked Summit Correctional Services if it would renew and that the vendor was willing to extend the contract for one year with a cap of a 4% price increase. Rachel Troyer (identified in the meeting record) said the 4% cap was the vendor’s request and that staff considered the increase reasonable given broader food-cost inflation.

A county law-enforcement official speaking during the discussion said that recent inmate feedback has been positive, that portions and meal presentation have improved and that inmates “rave” about items such as the bakery offerings. Commissioners reviewed budget projections and noted the county had appropriated funds for jail food; staff said the appropriation aligns with estimates based on an anticipated daily meal count of roughly 650–700 inmates, producing an annual appropriation in the neighborhood of $600,000 for this fiscal year. Staff cautioned that exact costs depend on daily population and may vary.

The board’s clerk called for a motion to exercise the one-year renewal; a motion and second were recorded and the board approved the renewal. The meeting record shows affirmative votes from the commissioners present (recorded as “Mister Vero,” “Mister Mears” and “Mister Banks”). The contract includes further renewal options for successive years under the same terms, which staff noted when discussing future minutes.

No amendment to the scope of services or meal specifications was adopted during the hearing; commissioners said they would continue to monitor food costs and inmate feedback.
