CVTA TAC recommends Busy Street extension agreement; Route 360 project moved to VDOT administration

The Central Virginia Transportation Authority Technical Advisory Committee recommended the CVTA–Chesterfield County agreement for the Busy Street extension (CBTA 48) be sent to the full authority for approval and removed the Route 360 widening project (CBTA 42) from the committee’s action list after VDOT requested to administer the Route 360 work.

CVTA staff said both Chesterfield projects had received CVTA regional allocations and that the TAC’s recommendation is the first step toward full authority approval. During discussion, a Chesterfield representative identified two proposed project agreements: CBTA 42 (Route 360 widening) and CBTA 48 (Busy Street extension). Barb told the committee, “We’ve been contacted by VDOT regarding the first one, Route 360 widening, and VDOT wants to administer that project. So we’ll need to get a CVTA agreement between CVTA and VDOT instead of Chesterfield,” and the chair said that change means CBTA 42 can be taken off the current action and handled in October.

The committee then considered a revised requested action to recommend full authority approval of CBTA 48, the Busy Street extension. A motion to recommend execution of the CVTA agreement for the Busy Street extension was made and seconded by the City of Richmond representative; the committee approved the recommendation by voice vote, recorded as unanimous.

CVTA staff indicated a partially executed agreement currently exists with Chesterfield’s signature; assuming a positive recommendation from finance, the item will move to the full authority agenda later this month. Staff also said they will coordinate with Chesterfield and VDOT staff to prepare the necessary SPA (single project agreement) for October as needed.
