CBTA rolls out updated regional and local project reporting tools and web table changes

CBTA staff presented updated regional and local project reporting tools on July 10, 2025, intended to improve transparency about project status, reimbursements and the years in which projects are programmed to receive funding.
Staff walked through a regional project quarterly report that summarizes which projects are active, which have fully executed standard project agreements and which are seeking reimbursements. To reduce public confusion about blank reimbursement cells, staff said they added an "allocation plan year" column next to each locality to show the fiscal year in which a project is scheduled to receive funding.
For local projects, staff demonstrated a member-portal tool enabling jurisdictions to post quarterly updates, schedules and spending summaries. The local quarterly reports feed the CBTA's annual certification process; staff said the goal is to certify quarterly reports by Sept. 15 each year, confirming that local expenditures qualify as transportation expenditures as required by statute.
Committee members asked whether CBTA conducts independent audits of local expenditures; staff said there is not a CBTA audit function that routinely reviews local spending line-by-line, but local boards must sign off on expenditures and the statute requires certification. Staff said quarterly updates and online tools are intended to improve visibility and allow the finance committee and chair to ask questions about project progress before approving reimbursements.
