Finance committee recommends five VDOT standard project agreements to full authority

The finance committee recommended that the full Central Virginia Transportation Authority approve five VDOT standard project agreements (SPAs) for projects in Chesterfield, Goochland, New Kent and Powhatan counties; committee members moved the recommendation by voice vote.
The CBTA finance committee on July 10, 2025, recommended that the full authority approve a slate of five VDOT standard project agreements to allow regional reimbursements to proceed. The committee voted by voice to forward the slate for signature at the full authority's August 22 meeting.
CBTA staff identified the five projects as: project 34, the I-95/Route 10 interchange in Chesterfield County; project 49, the Route 288 southbound auxiliary lane in Goochland County; project 51, the Route 252/Route 288 interchange in Goochland County; project 54, the I-64 Exit 211 interchange in New Kent County; and project 60, the U.S. 60/Route 13 intersection improvements in Powhatan County. Staff said these projects were recipients of SmartScale Round 6 funds, which helped prompt the SPA approvals.
A committee member moved and the finance committee approved by voice vote a recommendation that the full authority place the SPAs on its Aug. 22 agenda for signature. Staff noted the I-64 Exit 211 SPA did not yet show a finalization date in the packet but expected that date before the full authority meeting.
No individual vote tallies by member were read into the record; the committee reported the voice vote as all in favor.
The SPA recommendation is intended to allow VDOT or local administering entities to proceed with executed agreements and reimbursements for the listed projects.
