The RFP scope described in meeting materials includes stakeholder interviews, document review, development of feasibility options and a recommendation to the board. The board’s authorization permits staff to simplify the RFP where appropriate and to break the work into discrete bid packages if that will lower costs or improve vendor response.
Trustees discussed procurement thresholds and whether a simpler solicitation process could be used for a smaller engagement. The board also requested the procurement officer and finance staff be present for the next procurement discussion to confirm thresholds and funding sources.
