Hudson council approves consent agenda including first-year fiber-to-home contract authorization

The City of Hudson City Council approved its consent agenda unanimously (6-0) on June 3, 2025, including four items: a resolution to amend the regional stormwater management service agreement, a professional-services contract with GPD Group for an Edgeview Drive storm sewer study, designation of an alternate delegate to the regional council that administers the regional income tax agency, and authorization for the city manager to advertise for bids and enter a construction contract for the first year of the fiber-to-the-home project.

Council suspended the rules to consider the consent agenda on the same night. The suspension of rules passed 6-0 and the consent agenda was approved 6-0.

During public comment, resident Dan Carnahan raised questions about the feasibility and competitiveness of Velocity Broadband’s proposed Phase 1 residential fiber deployment and recommended a survey of proposed service areas and take-up assumptions. Councilor Banwag, who said he served on the broadband committee, replied that a survey had been conducted and that the project’s intent is to install fiber where commercial providers have not already done so, rather than duplicating existing fiber infrastructure.

City Manager Sheridan also updated council in the meeting’s manager report that the “Inclusive Park” RFP had two submissions and that an RFP for fire and EMS building renovations would be issued later in June. The consent agenda item authorizing advertising for bids and awarding a contract for year-one fiber-to-home was listed as agenda item 25-89 and was adopted as part of the consent package.

The consent agenda items, passed as a package, included emergency declarations where noted in the resolutions.
