The City of Boulder Beverage Licensing Authority took the following actions at a special virtual hearing on July 30, 2025.

- Sage Client 4 99 LLC, d/b/a Embassy Suites and Hilton Garden Inn (hotel-restaurant license renewal, two Boulder hotel addresses): Renewal approved; motion made by Member Michael Carr and seconded by Member Lansing Crane. Vote: unanimous — Member Leah Roberts, Member Michael Carr, Member Lansing Crane voted yes. Reason: Applicant apologized for late filings, described new compliance redundancies; board accepted explanation and renewed the hotel-restaurant licenses.
- Rocky Mountain Paddleboard LLC, d/b/a Lakeside at Boulder (new hotel-restaurant license, Boulder Reservoir): Approved after public petitioning and City Parks testimony; separate, full article covers the discussion in detail (see separate article in this package).
- Tandoori Grill (permanent modification to reduce late-night bar area and modify premises, 619 S. Broadway): Modification approved; board members described the change as straightforward and said a smaller footprint will make compliance easier. Vote: unanimous.
- Jungle 2 LLC, d/b/a Siren (new tavern license, 625 S. Broadway): Approved; petitioner is affiliated with an existing local operator (Jungle), petitioning showed strong neighborhood support. The board discussed ID checks and training; applicant said staff are trained and the business will maintain 1-ID/1-drink policies. Vote: unanimous.
- Yotsuba Sushi Inc. (new hotel-restaurant license, 5290 Arapahoe Ave): Approved after licensing and applicant testimony about menu, hours and planned service. Applicant testified that food sales are the majority of revenues and staff will follow responsible‑service training; board approved. Vote: unanimous.
- Four Noses Brewing Company LLC (convert manufacturer/wholesaler taproom to brewpub license, 2209 Central Ave): Approved; the operator described on-site food service and experience operating other brewing/taproom locations and a history of compliance. Vote: unanimous.
- Dagavi Kachina (transfer application, 3970 Broadway): Denied after licensing staff presented POS records showing alcohol sales before a temporary license issued. The board also revoked the restaurant’s conditional temporary authorization and ordered a city‑witnessed inventory, a supplier-return period, and witnessed destruction of any unreturned stock. What the outcomes mean
Most approvals were unanimous. For new licenses the board relied on applicant testimony, petition results supplied by Liquor Pros and, in the Lakeside case, a lengthy Parks and Recreation briefing that emphasized the site’s regional draw and the operational limits (hours and restaurant-format requirements) that the city and applicant agreed to during contract negotiations.
For the denied transfer the board cited noncompliance — specifically sales recorded before local temporary authority — and ordered a short, structured process for inventory, supplier returns and witnessed destruction of unreturned alcohol.
Next steps
Approved applicants must complete any state-level review and city inspections required before final licenses are issued. The denied transfer operator must comply immediately with the inventory and supplier-return schedule the board ordered; licensing staff will follow up with on-site oversight and documentation requirements.
