On July 15 the Town of Wayne Select Board approved revisions to the road committee charge to make the panel advisory to the town manager (serving as road commissioner) and directed staff to post an updated charge and solicit members. The motion passed 5-0 after the board incorporated changes to the purpose, reporting, and authority sections so that the committee “assist(s) the town manager” and “work(s) with the town manager to provide regular reports to the Select Board.”
Shannon (Town Manager) and other members described the committee’s immediate priorities: help craft technical specifications for maintenance and procurement (RFP language), identify a timetable for seasonal work, and assist with an asset-condition assessment of town roads. “It would be helpful to get some of those specifications…how thick the shim material is, how thick the overlay is, whether it’s 9 millimeters or 16,” Shannon said, describing the technical input the committee should provide.
Board members and community volunteers who spoke during the discussion urged a shift from year‑to‑year patching to a longer-term pavement management approach: an asset ‘heat map’ showing red/amber/green roads, prioritizing reclaim or rebuild projects, and budgeting accordingly. Specific roads discussed as needing substantial work included Green True (described as “falling apart”), Bessie Road and Strickland Ferry Road. The board directed the town manager to post the revised charge and to solicit applicants; members also signaled they would staff an interim working group while the broader appointments policy is drafted.
The board approved the revised charge and asked Shannon to present a recommended schedule for meetings (monthly or quarterly) and two reports per year to the Select Board.
