K. Marion McQuill, the city attorney, and outside counsel identified in the meeting transcript as Gammage and Permit attended the closed session to advise the council, the agenda said. A council member moved “I move to go into second session,” the transcript recorded, and the motion passed on a voice vote.
The council returned to regular session later in the meeting and recorded the vote as carried. The transcript does not record further public discussion of the Quetzemane case after the executive session.
