The Uvalde CISD board on July 21 approved the district’s 2025–26 student code of conduct after staff reviewed required state updates and local policy alignment.
The district said it uses a Walsh Gallegos template and adjusts required language to local practices; trustees approved the document as presented.
Key provisions and clarifications
- Cellular devices: The code language presented prohibits using, displaying or having a cellular telephone in an operational mode during the instructional day; administrators clarified the practical application as “silence and put away” for the school day rather than a requirement that devices be powered off. Students may keep devices in backpacks but may not have them out in operational mode.
- IEP and medical exceptions: Staff explained that accommodations for students with IEPs or 504 plans can allow device access when the IEP or 504 documents an assistive-technology need (for example, glucose monitors or specific medical monitoring apps). In those cases, staff said the district would accommodate the device with procedural safeguards: the use would be specified in the plan, campus staff would be notified (for example via Skyward alert flags), and where necessary students would visit the nurse or counselor for controlled access. Staff said assistive-technology devices do not require the district to buy phones; typically the family-provided device would be used and the accommodation recorded in the student’s plan.
- Dress code: Trustees were told the student dress code is not part of the code of conduct itself but will appear in the student-parent handbook as an addendum.
Public‑facing process and vote
Administration said the code is reviewed annually to incorporate statutory changes and local practice; trustees approved the 2025–26 code of conduct by motion (Trustee Flores moved; Trustee Quinones seconded; unanimous approval recorded in the meeting minutes). Trustees asked staff to circulate the student‑parent handbook and the dress‑code addendum to members of the board separately for review.
