Debbie Glavin, procurement and contract specialist, opened the RFQ (RFQ 2509AD) on Thursday, July 31, 2025, and said the agency received two proposals for the North Island Water Tower, with one marked incomplete and one complete.

The selection committee will evaluate the submissions and announce score rankings on Aug. 15 at 10 a.m.; no contract award or formal decision was made at the July 31 opening.

Glavin said, "The RFQ was issued on Tuesday, July 1, and it was due today, July 31 at 12:30PM." She opened the proposals and identified the firms: Chenmore Associates and Tetra Tech. According to Glavin, Chenmore Associates submitted an incomplete package and Tetra Tech submitted a complete proposal.

The procurement official did not announce any scores, shortlist, or award on Thursday; those steps are reserved for the selection committee's evaluation. The selection committee is scheduled to release score rankings on Aug. 15 at 10 a.m.

Lisa Hollywood, a staff member who was present at the opening, did not make any public remarks during the recorded opening.

No funding sources, contract amounts, selection criteria details, or evaluation scores were disclosed during the RFQ opening. The procurement office provided the RFQ issue date, the submission deadline and the date and time when the selection committee will publish its rankings as the next public milestone.
