Lancaster County supervisors on July 31 approved the county’s monthly expenditures and payroll, adopted a new resolution to join an additional opioid‑related settlement participant, and approved contract changes and engineering fee increases for several county projects.
A motion to approve the month’s expenditures passed; county staff reported total invoices of $3,505,694.24 and total payroll of $581,623.81, for a combined total the board recorded as $4,000,087.318 (as read at the meeting). Staff also listed loan payments of $93,247.65 and capital improvements of $2,453,303.84.
On opioid settlements, county counsel/administrator said the board needed to adopt a resolution to participate in a settlement involving the Sackler family and related entities; the resolution was approved so the county can claim its share. County staff told the board that opioid funds collected to date remain in a separate fund, currently about $40,000, and that funds are restricted to opioid abatement purposes (for example, EMS or sheriff’s office programs). The board approved the resolution by recorded voice vote.
On contracts and project costs, the board confirmed administrative approval of a toilet fixture change for the Windmill Point comfort station and approved two additional change orders related to an unexpected underground Dominion electrical line, which required the contractor to shift the building location and relocate an electrical box. The total additional amount approved for those change orders was $27,603.49.
Supervisors also approved additional engineering services from Bay Design Group related to two projects: (1) an electrical load letter and electrical engineering work to evaluate bringing three‑phase electricity and undergrounding lines at the convenience center site (load letter $14,900), and (2) engineering to design two pull‑off widening areas on Harpers Creek Drive ($18,200). The board approved the additional engineering fees so the projects can proceed.
A motion was also made to secure an EarthCam installation for Windmill Point so public progress can be viewable; the board asked staff to proceed so that can be executed administratively.
All measures described above were approved by the board via motion and vote during the meeting.
