The Carroll County Board of Commissioners approved FY26 town–county agreements Thursday that distribute the county's annual allotment to seven municipalities. Staff said the county typically sets a total pot in the budget and then divides it among towns based on population and assessment changes. This year the board approved agreements for Hampstead ($340,000), Manchester ($330,000), Mount Airy ($205,000), New Windsor ($90,000), Sykesville ($250,000), Taneytown ($525,000), and Westminster ($1,250,000). Union Bridge's agreement was still pending staff review. Officials said the funds support cooperative arrangements on water resources and related services; towns pay portions of some employees' salaries and the county nets those amounts when remitting payments. The commissioners approved the agreements by voice vote.
