RDA executive director reports progress on Mill On Main, Boatworks, Pioneer Marina and other projects

The RDA executive director delivered a progress report on several redevelopment projects, updating the authority on near-term milestones and permitting hurdles.
Boatworks: staff reported Boatworks has opened lease applications and is screening pre-approval candidates. The authority said staff will monitor compliance with the agency's TID agreement.
ThetaCares and Pioneer Marina: ThetaCares has posted staff openings as it advances toward opening, and Pioneer Marina has submitted plans for a semi-permanent pergola that is under review for building-code compliance; the marina also proposed sand volleyball courts.
Mill On Main: staff described a recent roof and rain event that allowed water into floors between structures. Inspectors flagged the issue and the developer corrected it within a day. Staff said construction is moving and the developer is targeting completion by this fall. Dock ownership and operation remain unresolved: due to funding requirements, docks may need to be city owned and partially leased to the developer; staff said DNR permitting will take extensive time (about a year to process) and that dock leases would not be operational in phase 1.
Sawyer Street and Washington School: asbestos removal has been completed at Sawyer Street properties and staff are preparing demo work; DPW support will be used for demolition but a certified asbestos contractor is required on-site during demolition. For Washington School, bids for right-of-way, stormwater and grading were received and staff will report to the council on housing next steps.
Jefferson Corridor: inspectors found footings that extend six inches into the public right-of-way and staff said they are negotiating an encroachment agreement with the owner; staff expect to finalize the agreement within weeks and said the issue will not halt project progress.
The executive director's update included logistical notes and next steps; staff said they will return with more detailed updates as items progress. The authority set its next meeting for Sept. 17.
