RDA accepts stormwater easements tied to Mill on Main development

The Oshkosh Redevelopment Authority voted to accept stormwater easements tied to the Mill on Main development as a clean-up and access step for on-site drainage and future redevelopment. The resolutions (25-04 and 25-05) cover two riverside easements along the riverwalk and a cross-drainage easement near a vacated portion of Eighth Avenue.
Casey from engineering and stormwater explained the easements give private property the legal right to discharge stormwater through park property to the river and establish cross-drainage rights between adjacent private lots. "Those give access and rights to discharge from private property through parks property to the river there," Casey said. Casey and staff characterized the actions as routine easement clean-up for the Mill and Main development.
Commissioners also discussed a cluster of lot-line adjustments in the Mill on Main site. Staff said the easement work is intended to allow contaminated soils on the site to be managed as part of the development — specifically, so the city could sell the parcels without requiring removal of on-site contaminated soils in all cases. "The primary purpose though is so that the contaminated soils on-site can be, developed from the city's aspect, so it can be sold," staff said.
Both resolutions were introduced, discussed briefly with engineering staff, and approved on roll call.
The action records easement locations by parcel numbers (including parcel numbers cited in the agenda) and authorizes the city to accept the easements and record them as required for the Mill on Main redevelopment.
