Board member Josh Shoemaker (via email) had recommended a target near $140,000 and urged including end‑user cybersecurity training as standard practice; the board adopted that recommendation and directed the agreement to require the city to pay its share of the training cost.
County staff said they would start the IGA on May 1, 2026, as a courtesy to the city so the municipality can budget for the expense. The board also noted that if IT demands increase materially during the contract, the parties may revisit the fee or staffing needs at renewal. The agreement will be implemented by the county s IT and administration departments working with Belvidere s staff.
