Sheridan County commissioners voted July 1 to approve the preliminary plat application PP-25-001-J for the Outlaw Commercial Park Subdivision, an approximately 8.47-acre industrial subdivision located along U.S. 14 east of the city of Sheridan. County planner Mark Reid presented the application and said the property is zoned I-2 (industrial) and that water and sewer mains installed by the City of Sheridan are already in place.
Why it matters: The site has existing utility infrastructure and an industrial designation on the county’s land-use map, which shortens the infrastructure work typically required at final plat. Approving the preliminary plat allows the applicant to proceed to final plat requirements, including documentation for road maintenance and any required drainage measures.

Applicant response and drainage question: Agent Rex Randall of Randall Engineering Surveys said the applicant (J2 Incorporated) had intended a condominium-style development, installed much of the infrastructure early, then switched to a conventional subdivision. On a commissioner’s question about a comprehensive drainage analysis and the need for a detention pond, Randall said the applicant and their engineers are working to locate the drainage solution and that easements and the detention area would be designated on the final plat.
Vote and next steps: A commissioner moved to approve the preliminary plat as recommended by Planning and Zoning; a second was made, and the board approved by voice vote. The county will require documentation addressing drainage and road-maintenance arrangements at the final plat stage.
