Campbell County School District #1 trustees voted unanimously to approve a budget amendment resolution after a public hearing and discussion about transfers, maintenance and vehicle purchases.
The resolution includes a $3.7 million adjustment in the general fund to cover bus purchases, lease payoffs and transportation repairs and supplies, a proposed placeholder transfer of up to $10,000,000 to the depreciation fund pending auditor review, and a series of smaller adjustments across building reserve and capital funds tied to recent project reconciliations and auditor entries.
Trustee discussion focused on the timing and limits of transfers and reimbursements. A trustee asked whether the district’s transportation costs are state-reimbursed; staff clarified that the district pays upfront and is reimbursed the following July in their case. The presenter said the $10,000,000 figure is a rounded 10% placeholder that “might” change after the auditors and finance staff finalize the calculation and that he did not anticipate the full $10,000,000 transfer would occur.
Board members and staff explained some adjustments reflect accrual-versus-cash accounting differences where expenditures paid after July 1 must be reconciled to the prior fiscal year; other changes follow final auditor entries. Staff also said a roughly $2.2 million net increase across all funds results from the adjustments presented at the hearing.
After the public hearing produced no comments, a motion to approve the resolution was made, seconded and passed unanimously. The board recessed the hearing and reconvened the regular meeting following the vote.
Details that remain tied to future steps include any final transfer amounts to the depreciation fund, which staff said will be determined after auditors complete their review and will be communicated at a July meeting if made.
