Pueblo County commissioners on July 15 adopted an amended public‑comment policy that allows members of the public to speak before the regular agenda begins and requires speakers to sign up on a sign‑in sheet.
Cynthia Mitchell, county attorney, presented the amendment to the board, explaining the changes modify the county’s existing public‑comment practice to permit comment at the start of meetings and formalize the sign‑up requirement.
Commissioners said the change ensures the public can address the board before action is taken on agenda items. One commissioner said allowing early comment gives the board a better opportunity to "hear what they believe we need to hear, and then we can move along with business." The board approved the resolution by voice vote.
The policy is scheduled to be implemented starting at the board meeting following adoption; staff indicated the next start date would be the upcoming Thursday meeting. Commissioners also noted they will continue to hold other public forums in the community, including planned town halls and events outside the chamber.
The board also approved a second, related resolution that authorizes the conveyance documents and the chair’s signature for the Comanche conveyance and easement instruments discussed elsewhere on the agenda.
