The Park County Board of County Commissioners voted 3-0 on July 2 to rescind Resolution 19-05, which had established special qualifications for members of the Park County Land and Water Trust Fund advisory board, and directed the county attorney to prepare a resolution to formalize the rescission.
The move restores the advisory board’s membership requirements to match other county advisory boards and commissions, reverting eligibility to the standards in an earlier resolution referenced in the record. Commissioners said the change came at the advisory board’s request and was intended to equalize qualifications across county boards.
Commissioners discussed how the 2019 rule narrowed earlier language. Commissioner Mitchell asked the board to ensure that the controlling resolution is clearly available for public reference, saying, “I just want to make sure that… it’s really clear on the latest resolution and what the… qualifications, if any, are outside of living in a specific area.” County staff responded that the 2019 measure had narrowed the 1997-era language and that rescission would revert the trust’s rules to the earlier standard.
County counsel will draft the formal rescission for adoption at a future meeting. The motion to rescind passed unanimously; the board recorded no public opposition during the discussion.
The action restores alignment between the Land and Water Trust Fund advisory board and the county’s other advisory bodies and will be finalized when the attorney’s draft resolution returns to the Board of County Commissioners for adoption.
