The Allen County Commissioners on Jan. 10 approved a contract with Newell Construction Company Inc., of Austin, Indiana, to replace a deteriorated corrugated metal culvert at Archer Park near the Johnny Appleseed gravesite at a cost not to exceed $50,400.
County staff presented photos showing rust at the bottom of the existing culvert and said the mulch on the walking surface had become soft at the edges, creating an unsafe condition. Staff said the culvert is steel, corrugated metal of approximately 12-gauge thickness, and that the existing structure appears to predate current staff; one presenter said it likely predates many current employees.
The county solicited three quotes and Newell Construction was the lowest. Staff reviewer Mr. Fishering examined the contract and addenda and recommended approval.
A commissioner moved to approve the Newell Construction contract and the board carried the motion by voice vote. The contract covers removal of the old culvert and installation of a new steel corrugated culvert sized to restore safe pedestrian access and ensure water flows through the channel efficiently.
No alternate funding sources or additional remediation costs were discussed in the transcript.
